The meeting was called to order by Chair Clayton.  Motion by Pohl to approve the minutes of the November 14, 2013 meeting; seconded by Schmitz.  Motion approved. 

Graduate College Reports – Licari reported that the Board of Regents approved the Professional Development Assignment (PDA) requests for 2014-2015.  There were only very positive remarks related to the requests.  Licari congratulated all those who were selected.

Coon asked that anyone dealing with graduate students to remind them to check their registration for accuracy.  Within the last few weeks there was a large number of requests for changes for the current semester; students may not have registered for the right number of credits in particular courses or various other scenarios.  If students are taking courses such as Readings, Studies, Research or any course with a variable number of credits, faculty need to be reminded that the system defaults to the minimum number of credits.  This has to be manually changed to the right number of credits when the student registers.  She stressed that it is much easier to make the change before the semester starts.

On behalf of Schwieger, Licari reminded everyone to inform their graduate students that the Graduate Student Symposium is April 1, 2014.  Registration for the symposium is open with a February 7, deadline.  Any current graduate student or any graduate student who will graduate this semester is eligible to participate.

Chair of Graduate Faculty Report – Pohl noted that the 5th brown bag for the semester concluded yesterday.  Total attendance for this semester’s brown bags is approximately 115; six presenters have confirmed for next semester. 


New Business
Curriculum Review:  A spreadsheet containing the proposed curriculum items for this meeting had been distributed previously.

Discussion and approval of curriculum from CBA
Motion by Christ to approve the curriculum packet for the College of Business Administration; seconded by Fontana.  Coon explained that most of the CBA curriculum was approved during a previous Council meeting.  The proposed change is related to a Philosophy & World Religions de-crosslisting of the course Ethics in Business when their course moved to 1000-level and Management did not want to do that.  The de-crosslisting was fine with them, but they needed to change both the title and description of their course which could not stay the same as the Philosophy & World Religions course.  There were no additional comments.  Motion approved.

Discussion and approval of curriculum from COE

Ed.D. Program – Coon noted that the Ed.D. had the most significant curriculum change.  She summarized by saying that the Special Education ISA (Intensive Study Area), as a unit, would no longer be in place.  Students interested in Special Education would go either into Curriculum & Instruction or into Educational Leadership, depending on their interests.  The number of core courses are being expanded resulting in a series of new 7000-level courses with the INTDEPED prefix.  This would mean that each of the ISA’s have fewer electives because the degree is kept at 60 hours.  The Curriculum & Instruction ISA didn’t really change their required courses in the ISA.  Allied Health, Recreation and Community Services made a minor change in the way their electives are distributed.  Ed Leadership made a change in terms of defining a set of required courses and a series of possible electives for the Special Education Director track.  In the catalog, the most significant change is that everything related to the Ed.D. will be located in one place which will be easy for the students to find.   Other changes were made in terms of specifying the number of credit hours that have to be taken at UNI, which is now 45 and matches the minimum number of 6000/7000 level courses.  Coon thought that removing the requirement for electives outside the ISA will be helpful. 

Motion by Fontana to approve the curriculum packet for the College of Education, Ed.D. Program; seconded by Czarnecki.  Motion approved.


Curriculum & Instruction – Coon said that the changes in the MA degrees are due to the department’s decision that the required C & I core courses no longer needed to be a core.  Each of the individual degree areas decided how the core courses would apply to the degree and the majority went ahead and used the C & I core courses in some way.  The main changes were restatements to incorporate what used to be an overall core.  Performance and Training Technology MA, which is similar to the Instructional Technology degree is being dropped.  Students could easily switch from Performance and Training Technology to Instructional Technology.  The Literacy Coach Certificate with a three-credit elective was approved by Graduate Council last year in expedited curriculum cycle.  At this point LITED 7310 or LITED 7320 will be a choice in place of the three-credit elective.

Zeitz explained that in addition to requirements and electives, an option that has been on the books for over 10 years is to take all of the requirements and for the electives the student takes specific classes coming from Library Sciences.  The student can actually receive a Library Science endorsement in addition to the MA.  Zeitz has not seen this done to date, however two students who are in a two-year cohort are interested in this option.  Zeitz added that in working with Jean Donham in Library Sciences, it came to their attention that one of the courses that needs to be taken is not listed in the catalog and has not been listed since 2004.  Zeitz asked that the Council review a handout that he provided in which the course SLS 4115/5115 was added to the list of required courses for this option.  This would change the number of credits from 15 to 18; the total number for thesis and non-thesis would be changed from 42 to 45 and 39 to 42.  Coon clarified that this issue arose just before the Council meeting.  Zeitz will provide Coon with the document related to this change and Coon will forward it on to Diane Wallace.  Coon pointed out that the Graduate Council supersedes the GCCC in this matter.

Motion by Caswell to approve the curriculum packet for the Department of Curriculum & Instruction; seconded by Czarnecki.  Motion approved.

Educational Leadership & Postsecondary Education – The degree requirements for the EdD were included in the Doctor of Education document.  As mentioned previously, a Special Education Director track has been added to the EdD.  In Postsecondary Education: Student Affairs MA, the degree is being changed from an MAE to an MA.  Coon made this recommendation because of how substitutions were being handled.  The major change was that courses were changed from “Studies” to course numbers so these courses can automatically apply to the degree.  The Principalship program has the degree program and the Advanced Studies Certificate in Principalship; since these programs have exactly the same requirements, they have been combined.  A few course requirements have been changed and a few courses that are no longer needed have been dropped, as well as the addition of two new courses.

Motion by Fontana to approve the curriculum packet for the Department of Educational Leadership & Postsecondary Education; seconded by Pohl.  Motion approved.

Educational Psychology & Foundations – Coon noted that the Educational Psychology MAE would be dropping two of the three emphases; Development & Learning and Research & Evaluation.  This would leave Context & Techniques of Assessment, which is the Masters part of the three-year School Psychology program.  Changes in the requirements and total hours have also been made.  The degree will no longer have an emphasis, it will be an MAE in Educational Psychology: Context and Techniques of Assessment.  There is also an MAE in Educational Psychology: Professional Development for Teachers.  There was also a restatement of the requirements in the EdS, making a clearer separation between the MAE and EdS requirements.  Old course 250:180/MEASRES 5180 is being dropped, as it has not been offered in a number of years.  Two 6000-level courses are being changed to 4000/5000-level to include them in an undergraduate minor.  Graduate students will still be able to take them at the 5000-level. 

Licari commented that most of the Educational Psychology MAE students had been in the assessment area and asked how many were in the other programs.  He asked if there were any students currently in the program, as he may get questions regarding teach-outs.  Coon responded that there may be a couple of students who may have just graduated or may be graduating right now, but no students currently in the program.  Coon had confirmed with the department head that dropping the program was a result of faculty not interested in teaching the courses and students not being interested in the degree.  Licari said he would confirm the situation with Suzanne Freedman, the graduate coordinator in order to answer any questions that might arise.  MacKay added that several of the students in the other emphasis areas have moved to the professional development area.  Some of these students have already moved themselves and are graduating out of that area.  Licari questioned that although it never happens, he wanted to know what would happen if a student did not want to move into another area and said he would talk to Freedman.

Motion by Caswell to approve the curriculum packet for the Department of Educational Psychology & Foundations; seconded by Czarnecki.  Motion approved.

School of HPELS – The main change in the EdD ISA requirement was how the electives were distributed among the three tracks; 12 out of one track and 3 out of either of the other two tracks.  Related to the MA in Health Education, there are three emphases and the seminar requirement in one of the emphases had previously changed to one credit, so that was done with the other two emphases. The MA in Physical Education, Teaching and Coaching emphasis changed the required hours of practicum and electives and designated the maximum hours of seminar that could apply to the degree.  It was stated that the Readings course would have a maximum of six credit hours of repeatability.  In Health Education, there were two combinations of courses that were combined into one; this resulted in four courses dropped and two courses added.  HPELS created two new doctoral level courses, LYHS added 5000-level to a course that was in a sequence for Therapeutic Recreation.  The credit hours and repeatability of four courses that are used by the Camp Adventure Program were changed to remove the maximum hours a student could get in any of those courses.

Motion by Fontana to approve the curriculum packet for the School of Health, Physical Education and Leisure Services; seconded by Czarnecki.  Motion approved.

Special Education – The Intensive Study Area of the EdD is being removed, so students will not be able to declare Special Education as an ISA.  This does not preclude those who are currently in the program from finishing.  Degree requirement changes were made in the Special Education MAE; Special Education Law and Policy was made a required course for all the emphases, as well as another required diversity course choice.  The required core increased in hours, so the electives in the three emphasis areas had to decrease correspondingly.  There were also two new courses added, one of which was the combination of three courses.  The separate courses would remain in place for the time being as students are still taking those courses.

Motion by Fontana to approve the curriculum packet for Special Education; seconded by Czarnecki.  Motion approved.

Discussion and approval curriculum of CHAS

Art – The course Arts in Africa has been added; there is a relatively new faculty member who has expertise in this area and the course has been offered experimentally with good enrollment.

Motion by Pohl to approve the curriculum packet for Art; seconded by Noh.  Motion approved.

Biology – Changes were made to the two PSM programs.  In both cases there was one new course; in Biotechnology it was Advanced Molecular Cloning and in Ecosystem Management it was a biodiversity course.  There were changes in other requirements as a result of the reduction of the overall number of PSM degrees.  The minimum number of 6000-level requirement has been changed from 18 to 12 in Biotechnology and in Ecosystem Management the change is from 18 to 15.  The list of possible electives will also be changed. 

Motion by Pohl to approve the curriculum packet for Biology; seconded by Noh.  Motion approved.

Chemistry & Biochemistry – Principles in Physical Chemistry which was a one-semester survey course is being dropped.  Changes in titles and descriptions in other courses and almost all the remaining 6000-level courses were changed to 4000-5000-level courses since the graduate program was cancelled.  They still want to be able to offer those courses.  This will make it easier for undergraduates to take these advanced courses when they come to that stage in their degree.

Motion by Pohl to approve the curriculum packet for Chemistry & Biochemistry; seconded by Noh.  Motion approved.

Communication Sciences & Disorders – There are some changes being made in the required courses of the MA in Speech-Language Pathology and in the introductory text before the requirements.  The changes in the required courses involve some changes in credit hours.  The overall result is an increase in the stated required hours from 42-43 to 51-56.  This is a misleadingly large increase because all of their students always took more than the minimum number of hours.  Coon added that every semester she would approve requests to increase the number of program hours for these students.  A new course was added, as the accreditation standards required a course that addresses one specific aspect of their accreditation.  A large number of changes were made to prerequisites to indicate that students had to be admitted to the program in order to take the courses. 

Motion by Pohl to approve the curriculum packet for Communication Sciences & Disorders; seconded by Noh.  Motion approved.

Computer Science – The overall theme of the changes were course descriptions and prerequisites.  One course, Project Management, was changed to one credit and made a co-requisite for their first experimental/project course. 

Motion by Pohl to approve the curriculum packet for Computer Science; seconded by Calderon.  Motion approved.

Languages and Literatures – The MA currently has three emphases and the list of possible electives in those emphasis areas are being changed, mainly to include the possibility of specializing in creative non-fiction.  Some courses were created and/or changed to develop this creative non-fiction option.  There were also various course number and degree requirement changes to accommodate this option.  The TESOL I course is being replaced with a course entitled Approaches to Language Learning and Teaching.  The intent is to use that both in TESOL and in the Spanish Teaching emphasis, both for undergraduate and graduate students.  There were six new courses, one dropped course and a number of other changes.  After additional discussion, Coon noted that GCCC had spent a significant amount of time with the Languages and Literatures department before approving their packet. 

Motion by Pohl to approve the curriculum packet for Languages and Literatures; seconded by Milambiling.  Motion approved.

Mathematics – The department is dropping the Continuous Quality Improvement certificate, and the PSM in Industrial Mathematics made a change in requirements and title of the degree.  The main changes are title and prerequisite changes in several courses. 

Motion by Pohl to approve the curriculum packet for Mathematics; seconded by Noh.  Motion approved.

Physics – Prerequisites for the upper-level courses are being changed to make a more condensed path to get to those courses.  With the restructuring of their BA degrees, more students need to get to that stage.  GCCC did not look at two of the courses, Quantum Mechanics PHYSICS 4800 and Electrodynamics PHYSICS 4700, because of the time frame, so Coon asked the Council to approve the changes and noted that the changes were identical to changes previously approved by the GCCC.

Motion by Pohl to approve the curriculum packet for Physics; seconded by Calderon.  Motion approved.

Technology – There is one new stand-alone course in Technology Education; one new course that is cross-listed with Physics, which was already approved and moved to Faculty Senate.  There was also a dropped course and changes in title, descriptions and prerequisites for a number of courses, mainly to bring the terminology up to date.

Motion by Pohl to approve the curriculum packet for Technology; seconded by Calderon.  Motion approved.

Theatre – The changes were mainly related to titles and prerequisites.  Some changes in repeatability were also made.

Motion by Pohl to approve the curriculum packet for Theatre; seconded by Caswell.  Motion approved.

Discussion and approval curriculum from CSBS

Geography – Cartography and Geographic Information Systems was changed to Geographic Information Systems and Cartography.  There was also a newly approved course that was approved in the expedited curriculum cycle.  One course was undergraduate only, so a graduate option was added.

Motion by Calderon to approve the curriculum packet for Geography; seconded by Pohl.  Motion approved.

Psychology – Possible electives were added to the list of electives for the Industrial and Organizational Psychology certificate to open it up to a broader audience.  These included a number of 6000/7000-level courses.

Motion by Calderon to approve the curriculum packet for Psychology; seconded by Caswell.  Motion approved.

Social Science – One change was to increase the number of allowed elective credits in a given area of Social Science, because it turned out that some students were having too many hours in the various forms of history, which was being regarded as an area.  They also added wildcards for their Seminar and Research courses to eliminate the need for student requests.


Motion by Calderon to approve the curriculum packet for Social Science; seconded by Caswell.  Motion approved.

 Sociology, Anthropology and Criminology – One course that had not been offered for many years is being dropped.

Motion by Calderon to approve the curriculum packet for Sociology, Anthropology and Criminology; seconded by Caswell.  Motion approved.
